ScHARR HEDS are back for Virtual ISPOR Europe 2021. From 30 November - 3 December (with on-demand sessions from 22 November), HEDS staff will be attending the latest ISPOR conference to present their work and represent ScHARR. 

 Professor Paul Tappenden will be speaking at a workshop: ‘Use of Whole Disease Models and Pathway Models in Health Economic Research; Benefits and Risks’ (Friday 3 December)

 Dr Praveen Thokala will be moderating an on-demand podium session: ‘Using Real World Evidence to Predict Risks of Adverse Outcomes and Disease Progression’ (Monday 22 November)

 Dr Ben Kearns will be presenting a poster: ‘Adverse Events Associated with Antidepressants: A Systematic Literature Review and Network Meta-Analysis’ (Poster Session 2 - Wednesday 1 December)

 Meanwhile, PhD student Paul Schneider will be leading a workshop discussion, ‘The Potential of R Shiny User Interfaces to Support Health Economic Decision Making’ (Wednesday 1 December), and presenting an abstract at a podium session. ‘A New Online Tool for Valuing Health States: Eliciting Personal Utility Functions for the EQ-5D-5L’ (Monday 22 November) is co-authored by Professor John Brazier and Professor Ben van Hout.

ISPOR Awards for Professor Ben van Hout and Dr Samer Kharroubi

We are pleased to announce that Professor Ben van Hout and Honorary Reader in ScHARR,
Dr Samer Kharroubi have both been selected for prestigious awards by ISPOR.


Professor van Hout has received The ISPOR Avedis Donabedian Outcomes Research Lifetime Achievement Award which recognises an individual's outstanding, life-long achievement in the area of improving health outcomes. The ISPOR Avedis Donabedian Outcomes Research Lifetime Achievement Award is international in scope and stature. The award was established in honour of the late Avedis Donabedian, MD, MPH who has been called the "father of outcomes research."

Dr Kharroubi has received the LMIC Health Economics and Outcomes Research Excellence Award. Dr Kharroubi said of the award: “I am honoured and humbled to have received the ISPOR Low and Middle-Income Countries Health Economics and Outcomes Research Excellence Award. I feel truly privileged being an Honorary Reader in ScHARR at the University of Sheffield. I am forever indebted to my colleagues and long-standing collaborators at ScHARR and CHEBS including Prof John Brazier, Prof Alan Brennan, Prof Mark Strong, Prof Tony O’Hagan, Prof Jeremy Oakley, Prof Chris McCabe, Dr Donna Rowen and many others. Their earnest support and continuous encouragement have been and will always be a significant factor in my development. Without their continual support, none of this would have happened. For this, I am extremely grateful and more success stories to come!”

The ISPOR LMIC (Low- and Middle-Income Countries) Health Economics and Outcomes Research Excellence Award recognises individuals with demonstrated outstanding research achievements in the area of health economics and outcomes research in LMICs (as defined by the World Bank).

Both will be recognised for their awards during the Virtual ISPOR Awards Ceremony on Tuesday, December 7th at 10-11am EST.

Come meet us in Copenhagen at ISPOR Europe 2019

This year’s ISPOR Europe conference is taking place in Copenhagen (2-6 November 2019) and as usual, HEDS staff including Professor John Brazier will be representing our work at ScHARR.



Other staff in attendance include:
·         Professor Allan Wailoo & Dr. Monica Hernandez who will be delivering a short course on Mapping to Estimate Utility Values from Non-Preference-Based Outcome Measures (Sunday 3rd November).
·         Dr. Praveen Thokala will be presenting a “How-to guide” on developing an ISPOR Good practices task force (Monday 4th November)
·         Dr Donna Rowen will be presenting an issues panel entitled ‘Valuing Health in Children – Where are we now?’ 
·         Meanwhile, Dr Olena Mandrik will be chairing an ISPOR Task Force meeting on ‘Risk of Bias in Systematic Reviews with Cost and Cost-Effectiveness Outcomes’, as well as delivering a workshop and a poster.

Other HEDS poster presentations to look out for include Professor Alan Brennan; Dr. Laura Flight and Dr. Tushar Srivastava, all of whom will be in attendance.

Global Expert Panel Publishes New Recommendations on the 

Use of Health State Utilities in Cost-Effectiveness Models  

A Report of the ISPOR Good Practices for Outcomes Research Task Force 

Value in Health, the official journal of ISPOR—the professional society for health economics and outcomes research, announced today the publication of new recommendations from the Health State Utilities in Cost-Effectiveness Models ISPOR Good Practices for Outcomes Research Task Force. The report, “Identification, Review, and Use of Health State Utilities in Cost-Effectiveness Models: An ISPOR Good Practices for Outcomes Research Task Force Report,” was published in the March 2019 issue of Value in Health

The task force report provides recommendations for researchers who identify, review, and synthesize health state utilities (HSUs) for use in cost-effectiveness models; analysts who use the results in models; and reviewers who critically appraise the suitability and validity of the HSUs selected for use in models. The report provides guidance regarding:
  1. The iterative nature of searching for HSUs, reviewing and synthesizing the evidence identified and their application in cost-effectiveness models 
  2. Minimum reporting standards for HSUs used in cost-effectiveness models
  3. Use of HSUs in cost-effectiveness models

The task force report’s internationally applicable SpRUCE checklist should be used by reviewers of manuscripts and reports of modelling work to ensure the suitability, validity, and quality of the HSUs are sufficient to inform healthcare policy making.

“This report provides guidance for identifying, reviewing, and synthesizing health state utilities from the literature and using health state utilities in cost-effectiveness models,” said author John Brazier, PhD, Dean and Professor of Health Economics, School of Health and Related Research, University of Sheffield, Sheffield, England, UK. 

“This task force report was written to correct current poor practice in health state utility identification. Analysts frequently cite dated values used in previous cost-effectiveness models without undertaking basic quality checks of the data in the original source material, such as the relevance of the patient population, utility instrument, elicitation method or sources of the preference weights. These shortcuts can render the results uninterpretable when health state utilities derived from a variety of methods and populations are pieced together.” These task force recommendations and the ISPOR SpRUCE checklist offer a structured and more transparent basis for identifying and reporting the HSUs used in a cost-effectiveness model.”

The Importance of Health State Utilities:
Health state utilities, which estimate the value of a health state on a scale where 1 represents full health and 0 represents dead, are used to inform policy decisions in many parts of the world. Preference value estimates are usually obtained by querying a sample of the general population or a patient population. If HSUs are not available from clinical trial data and conducting a study to collect this evidence is not feasible, HSUs are often obtained from the literature. This approach can be problematic because analysts frequently cite outdated evidence used in previous evaluations, systematic reviews of the literature are rarely undertaken for HSUs, and current reporting standards of HSUs used in cost-effectiveness models are often poor.

ScHARR launch their own ISPOR Student Chapter


As one of the leading Universities for health economics, with a consistently strong presence at ISPOR events, it is only natural that The University of Sheffield Should have an ISPOR student chapter. After obtaining the necessary approvals, the launch event for this chapter was held on Monday 25th March. This event had two parts; the first provided information on ISPOR, The University of Sheffield, and the potential benefits of a student chapter. Speakers included Ben Kearns and Stuart Wright (Presidents of the Sheffield and Manchester student chapters, respectively), Professor Allan Wailoo and Dr Phil Shackley. The second part was a discussion between the students about how the chapter should be organised, what we would like to get from the chapter, and the types of events that we would like to see going forwards.

The event was well attended, with approximately a dozen students in addition to interested members of staff. We identified options for integrating the activities of our Health Economics and Decision Modelling MSc students with the chapter, agreed to start a journal club, and discussed the potential for organising training events. We have also established an online group for this chapter. Many of the students who attended are from the University’s Wellcome Trust PhD programme. This combines public health and health economics, so it will be interesting to see how future chapter activities reflect this interdisciplinary interest.

Identification, Review and Use of Health State Utilities in Cost-Effectiveness Models: An ISPOR Good Practices for Outcomes Research Task Force Report

Lead author, Professor John Brazier spoke about the paper: This article is an ISPOR Task Force report that aims to improve current poor practice in using health state utility values in cost-effectiveness models written by a team that includes our very own Roberta Ara, Suzy Paisley and myself. 


Analysts frequently cite dated values used in previous cost-effectiveness models without undertaking basic quality checks of the data in the original source material, such as the relevance of the patient population, utility instrument, elicitation method or the sources of the preference weights. These shortcuts can render the results uninterpretable as HSUs derived from a variety of methods and populations are pieced together. 

This task force report provides guidance for researchers on how to identify, review and synthesise HSU estimates for use in cost-effectiveness models. The SpRUCE checklist provides minimum reporting [U1] criteria to judge the appropriateness of the HSUs selected for use and is suitable for use across different international settings.
