Their latest implementation report seems to think so. Well, to be more precise, more countries are using them since their last report. Also, the use of the reports is kind of sketchy…a lot of it appears to be as another evidence source, and as such, it’s value is questionable. The report looked at barriers to use and by far and away the biggest barrier was timing.
